André E. Foster Named New UPA CEO

Utility Partners of America Names André E. Foster as New Chief Executive Officer

Utility Partners of America (UPA), a leader in utility and infrastructure services and a System One company, is pleased to announce the appointment of André E. Foster as its new Chief Executive Officer.

Foster brings more than 25 years of leadership experience in the utility and infrastructure sectors, with a proven track record of driving operational excellence, strategic growth, and enterprise transformation.

Most recently, Foster served as Executive Vice President at InfraSource Construction, where he oversaw corporate strategy, business development, and operational technology initiatives. Prior to InfraSource, he held senior leadership roles at Quanta Services, Irby Construction, and Southern Company, where he successfully scaled operations, improved margins, and led high-impact projects across electric and gas utility markets.

Foster holds an MBA from Vanderbilt University and a Bachelor of Science in Mechanical Engineering from the University of Tennessee, Knoxville. He currently resides in Virginia with his wife, Karla, and their two children.
