DHS faced hurdles with its HR support contracts characterized by high staff turnover and a lack of personnel skills and requirements. To resolve this, DHS initiated a new contract to secure stable, qualified professionals capable of delivering end-to-end HR services in compliance with DHS, Office of Personnel Management (OPM), and federal regulatory standards.

The scope of work included staffing and recruitment, position classification, HR processing, retirement and benefits counseling, medical program administration, and employee engagement initiatives. Each role required relevant HR experience tied to federal regulations, with senior specialists needing advanced certifications and expertise. All positions mandated DHS Suitability Determinations, Public Trust background investigations, and U.S. residency/citizenship compliance, with the Program Manager designated as Key Personnel requiring additional leadership credentials and DHS clearance approval.

To meet the demand for high-level Labor Category in Government Contracting (LCAT) positions, GAP partnered with System One’s sourcing team, which swiftly assessed requirements and provided strong, qualified candidates. This collaboration enabled GAP to make several successful hires, ensuring a seamless transition and immediate impact.

Measurable Results

The contract began with an initial award for 20 HR professionals. GAP's ability to rapidly provide highly skilled staff led to an expansion of 15 additional positions within the first half of the year. At the execution of year one, GAP secured an additional 35 personnel, doubling the workforce to 70 HR professionals. This rapid scalability, often providing qualified replacement candidates within days of requests, ensured uninterrupted mission support and exceeded DHS expectations.
